Stephen Wiseman

Stephen leads programme mobilisation, governance, delivery and independent assurance. He brings more than 30 years’ experience across public services and regulated businesses, including Devon & Torbay SDS mobilisation, South Yorkshire investment assurance and bus franchising programmes in Greater Manchester and Liverpool City Region.

Edel leads complex programmes from business case and procurement through implementation and transition into live service. Her experience includes HMCTS reform, the Government Property Agency, military recruitment and national smart metering. She brings particular strength in supplier coordination, multidisciplinary delivery and programme recovery.

Philip Heathcote

Associate Commercial & Bid Director | 30 years’ transport experience

Philip brings 30 years’ transport experience and senior commercial leadership from Siemens Rail Systems, Arriva UK Trains and UK Power Networks Services. He supports procurement strategy, major bids, market engagement and negotiations, combining commercial judgement with practical leadership of complex opportunities.

Mandy brings executive and board experience in HR, organisation design and workforce transformation across government, engineering, rail and housing. Her background includes Ministry of Defence shared services and international consultancy leadership. She helps organisations implement new operating models and manage workforce change and complex transitions.

Sharron Clow

Associate Senior HR & Organisational Transformation Consultant

Sharron brings more than 25 years’ experience in strategic and operational HR, including Thames Tideway, Crossrail and public service environments. She helps leaders turn organisational plans into practical workforce arrangements, with expertise in mobilisation, employee relations, consultation, training and organisational change.

Neeta leads projects and the transition into stable operational services. Her experience spans HMCTS, the Ministry of Justice and FCO/FCDO, with particular strengths in supplier coordination, governance, technical deployment and cutover. She brings structure to readiness, operational handover and complex service change.

Bryan Rushton

Associate Senior Programme & Project Manager

Bryan delivers technology and transformation programmes across government, defence, nuclear and critical infrastructure environments. His experience includes the Government Property Agency, Home Office and sovereign cloud delivery. He specialises in recovering troubled programmes, strengthening governance and coordinating suppliers through modernisation and operational transition.
