Three Oaks Consulting was established to provide senior, independent programme leadership and assurance for organisations delivering complex, high-risk change.

After more than 30 years working across public sector, infrastructure, utilities, and financial services, the focus is on supporting sponsors and leadership teams with calm judgement, clear governance, and practical decision support at critical points in delivery.

How we work

Engagements are typically hands-on and embedded, working closely with sponsors, senior responsible owners, and delivery leadership to understand context, test assumptions, and focus attention on what genuinely matters.

The approach combines independent challenge with a clear understanding of delivery pressures, timelines, and constraints. The aim is not to create additional process, but to support timely, well-informed decisions grounded in delivery reality.

Experience and background

Experience spans major transport programmes, local and central government, regulated utilities, and large-scale financial services transformation. This includes work with mayoral combined authorities, central government departments, infrastructure operators, and major UK and international banks.

Roles have covered programme leadership, delivery and investment assurance, business case review, governance design, and readiness support, often operating at the intersection of policy, delivery, and executive decision-making.
